The ITU-T H.323 standard describes all the functions a voice over IP (VoIP) device must provide. Among these are optional VoIP gateway and gatekeeper functions.

The H.323 gateway is the means to connect between packet-based VoIP devices and the circuit switching network, using either Integrated Services Digital Network (ISDN) or plain old telephone service (POTS). This includes the voice conversion to and from digital IP packets as well as signaling conversion between the two networks. If a call is set up between two VoIP devices (devices that adhere to the H.323 standard), no gateway services are required.
