The policy-based routing that is performed by the distribution layer can be used to support a variety of policies, from QoS to security to service level agreements. The devices at this layer use address aggregation and/or summarization to reduce the routing table sizes thus reducing delays typically associated with large routed networks.

The Layer 3 operation supports interconnectivity between departments or workgroups and the constructs used in these areas, to include broadcast/multicast areas,VLANs, LAN types, and routing domains (either dynamic routing protocols or manually created static routing).
