Access rate
From Hill2dot0
This visual gives a basic definition to how access rate and other class of service (COS) parameters will be shown in relationship to each other and to time. In the given example, a time interval of one second is shown and a facility rate of 64 kbps is shown. Thus the diagonal line that intersects 64 kilobits at one second is a graphic example of the 64 kbps access rate.
It is important to understand that data travels across the physical link only at the access rate! It cannot travel slower or faster than the access rate because the bit rate is fixed. When we talk about a committed information rate, we’re really talking about how much time during the measurement interval the customer premises equipment (CPE) uses for each permanent virtual circuit (PVC).
